Contract Name: U.S. General Services Administration (GSA) 8(a) Streamlined Technology Acquisition Resource for Services (STARS) III Small Business Government-Wide Acquisition (GWAC)

Contract Description: GSA’s 8(a) STARS III GWAC has been designated as a Best-in-Class contract vehicle by the Office of Management and Budget (OMB). With a ceiling of $50 billion, 8(a) STARS III builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and outside the continental United States (OCONUS) requirements. These task areas will be awarded at or under the $4.5 million competitive threshold on a sole source basis.

8(a) STARS III is a multiple-award indefinite-delivery/ indefinite-quantity (MA-ID/IQ) contract designed to provide federal agencies with innovative information technology (IT) services-based solutions from award-winning 8(a) small businesses. A Best-in-Class GWAC, 8(a) STARS III enables federal agencies to access 8(a) firms through an established contract vehicle instead of traditional open-market methods – saving time and taxpayer money.

The scope of the 8(a) STARS III GWAC is centered on North American Industry Classification System (NAICS) code 541512, but may include other NAICS codes that are predominately IT services. These may include but are not limited to, NAICS code 541511, 541513, 541519, and 518210. Additionally, 8(a) STARS III includes two focused scope sub-areas: Emerging Technologies (ET) and OCONUS Place of Performance. Task order types for this contract include fixed price, time and materials, labor-hour or a hybrid blend.

Technical Scope: This fourth generation GWAC focuses on customer programming services, computer systems design, computer facilities management, other computer related services, data processing, hosting and related services, and the two sub-areas for emerging technologies as well as performance outside of the continental United States (OCONUS).

Ordering period: five year base, starting July 2, 2021 with one three year option

8(a) STARS III allows for fixed price, time and materials, labor-hour or a hybrid blend of these task order types

Contract access fee is .75%, the same as GSA Schedules

The contract includes two sub-areas, one for emerging technology and one for OCONUS requirements
Delegation of Procurement Authority: Before issuing task orders on 8(a) STARS III, federal contracting officers must complete training and receive a Delegation of Procurement Authority (DPA). Delegations of Procurement Authority may be obtained by performing any of the learning methods below.
